The goal of any transportation
system is to provide the mobility options that meet the
travel needs of all community members. Within every
community there are residents whose physical limitations may
prevent full access to all transportation services. In many
cases, these individuals are transit dependent.
The Americans with Disabilities Act of 1990 mandates that
persons with disabilities cannot be denied full access to
public facilities, employment or transportation. The law
requires fixed-route services to be accessible, and
complementary curb-to-curb service to be available for
individuals whose disabilities preclude the use of
fixed-route service.

Paratransit Services.
In the Green River Area, there are two mass public
transportation bus systems - Owensboro Transit System (OTS)
and Henderson Area Rapid Transit (HART). Both provide
transportation services within their city limits for the
general public.
Owensboro Transit System Paratransit

OTS
provides a fixed-route service based on a
prescribed route according to a fixed schedule. Services are
available to the general public during normal business hours
from 6:00am thru 6:00pm Monday thru Saturday.
OTS provides ADA Paratransit through GRITS. Paratransit
services are available via a shared-ride, curb-to-curb
program for those who are certified by OTS. This
service is a reservation-based and is available within the
City of Owensboro. Services can be utilized for medical,
pharmacy, beauty shop, or other
location in the city.
An application is required for Paratransit eligibility.

Henderson Area Rapid Transit
HART
provides both fixed-route service based on a

curb-to-curb program for those who are certified by HART.
This service is also limited within the City of Henderson.
Services can be utilized for medical, pharmacy, beauty shop,
or other location in the city.
